Chief Legislator

The president of the United States of America has important roles both in the government and in the party.  The most important role is being the chief legislator. The president may insist or suggest that the congress enact laws that he believes are needed to shape public policies.

As a president, the important role is to serve the people of America. Serving the people involves generating public policies that will lead to development that upgrades the social and economic life of the people. As the chief legislator, the president influences the public policies through the congress. The president has the final say in the enactment of a law.

Consider the North Carolina’s new law on gay and transgender rights. The law makes North Carolina ineligible for federal aid to cater for highways, housing and schools. In my view, if the federal money was cut from North Carolina, it would put a lot of pressure on the state (Apuzzo & Blinder, 2016). Highways, housing and schools are major developmental and social issues. This ineligibility can send the state North Carolina into a budget crisis.

This is a test for the Obama administration. As the president, Obama can influence the whole North Carolina issue. Cutting off federal money will have a great impact on the people. Children who take no part in the making of these laws for example use schools.  The use of the federal money to upgrade schools, houses and highways are important public policies.  The president as the chief legislator can suggest that the Congress enact a law that will make North Carolina eligible to receive federal money. The law can review the federal funding and the requirements for a state to be eligible for federal funding. This would be in line with the development of the North Carolina people who deserve the federal money just like any other state.
