I see your point on the issue to do with accountability. If you look at it from your point of view it makes sense to conclude that none of the sectors is more accountable than the other from a general sense. The goals that that every sector aims at achieving will go a long way into determining the level of accountability involved.
The aspect of resource allocation is also on point since it determines the nature of operations that are going to be executed. Innovation is quite dependent on this issue due to the aspect of research involved. However, I disagree with your response to Jose that the private sector has out rightly a higher budget compared to the public sector. If you would check the amount of money that the government allocates national security and other relevant institutions you would see the point. Though it is very true that public sectors have a lot of bureaucracy before any allocation is disbursed.
