Slide Two – Introduction

My name is ______________ _________________ and I work as a community officer for my area. The presentation is directed towards the most affected communities in my town which include my colleagues, members of the public, tourists, and the government. This speech aims to highlight the various issues affecting our society as well as providing the solutions.

Slide Three – Summary of the Case Scenario

The rural region is approximately 125 kilometres North/South and 75 kilometres East/West. Its inhabitants include various communities, such as businessmen, farmers, tourists, the elderly, local citizens, the youth, the police, and the visually impaired. In this area, farming is the most powerful industry. The police use the response-based method to tackle issues within the city, but they need to implement the community-oriented system. Furthermore, the district has a lake which brings many tourists, and these crowds of people cause collisions and accidents on the roads. Most of the tourists visiting the place are not aware of the traffic rules, and this obstacle confuses drivers. Besides, the rate of crime within this area ranges from low to moderate as compared to other sites.

However, the rate of property related crimes has been rising, and this situation is raising concern about the safety of the community. It is also important to note that the local government does not show any concern regarding crime-related problems and the consequences they pose. Moreover, the police do not support the implementation of the community-based system. As a result, this behavior could hinder the possibility of having a safe environment for both the locals and foreigners. The police are a very integral part of the society in implementing the community-based response strategies.  Therefore, all stakeholders should come together and work towards improving the quality of life for everyone.

Despite the levels of crime being low, the region needs urgent attention because the problems can become worse. As such, victims involved in accidents or crime-related activities can use a little help from the people and the government. The trauma and injuries incurred by such victims can prevent an individual from living a normal life. Therefore, it is vital for the government and the local citizens to treat such people in a non-discriminatory manner. Indeed, members of the public must remain proactive and work towards community development. Furthermore, the municipality needs to engage all the parties involved so that they are aware of what is happening around them . Also, the government must organise meetings between the plan development team, the police, and members of the locals to facilitate the engagement. Such meetings will help in collecting data and sharing of ideas regarding the problems they are experiencing.

The various methods for collecting data include surveys and environmental scanning. By using studies, the police will compare the current and former methodologies of alleviating crime and pick the best between the two. Moreover, they will have a chance to discuss the community-based system and offer suggestions for improvement. As such, it will be easy for them to implement the system and work together with other communities. Additionally, citizens and tourists will also have the opportunity to share information on the various ways to avoid collisions on the road as well as improve the region. Such tactical strategies will help the police to understand prominent issues in the area.

It is quite unfortunate that most of the crimes reported either go unnoticed or receive a slow response from the police. . Also, the local government is adamant in addressing the growing numbers of accidents caused by tourists who break the traffic rules. Therefore, citizens and visitors have to work jointly to provide timely information to the police in case of any incident. Furthermore,, the police need to act fast once they receive information on any occurrences. Such practical strategies will improve security and traffic flow in this place. Also, most of the tourists and the locals are not familiar with community policing. Therefore, they need information on the importance of community policing. Engaging, educating, and enforcing such strategies will enhance community policing.

When educating the residents and tourists, it is important to consider demographic factors. For instance, communicating with the youth will require a different strategy compared to talking to the tourists, businesspeople, or the elderly. Furthermore, the government can arrange conferences in town halls and classify people based on age and occupation. Having these classifications will help to convey information in a way that each set comprehends. Conversely, tourists will receive information through travel agencies, tour guides, and custom points because they frequent in such places. As such, it will be easy to target both current and future visitors. Tourists will also receive vital information on the nature of roads and probable challenges they may face while driving.

To avoid future collisions, tourists can request for designated drivers to chauffeur them in and out of the city. Furthermore, digital platforms like television, Facebook, Instagram, and Twitter are excellent mediums for conveying the relevant messages. The police will have to undergo extensive training on community policing to improve the transition from the previous methodology to the community-oriented system. Additionally, training on community policing will educate the police on how to interact with the communities both professionally and ethically. Also, the government must endorse the Mothers Against Drunk Driving initiative to curtail driving under the influence of alcohol and other related drugs. Another solution is to ensure that the government demarcates all roads and labels all road signs so that drivers are aware of imminent hazards ahead. Therefore, such plans will reduce the number of accidents on the roads.

Slide Ten – Problem Solving Model

Implementing the CAPRA model is vital for an active community policing scheme. CAPRA stands for Clients, Acquire, Partnerships, Response, and Assessment. The main aim of the model is to create strong relationships between the major stakeholders. As such, police officers will receive training on how to use the technique to address both internal and external issues. The CPRA model is very efficient because it utilises a mode of inquiry that the locals, police, and tourists can use. Therefore, the system seeks to improve service provision and response time to crimes committed.

Slide Eleven – Problem-Solving Steps

The first step towards solving an issue is identifying the problem. Some of the problems in this neighbourhoodinclude accidents on the roads, property theft, and tourists’ lack of information about traffic rules. Additionally, the police are slow to respond to crime-related reports, and this behavior impedes service delivery. The second step is to analyse the problem and seek its causes. In this town, most of the accidents occur as a result of confusions on the roads. The foreigners who go to visit the lake often break the traffic laws, which  results in accidents. Evaluating the problem seeks to answer the five “Ws”: what, who, when, where, and why. The third step is to categorise the issues based on impact and the level of seriousness. Serious problems must be prioritised first because they have a more significant effect. Lastly, the final step is to create a strategic response to mitigate the issues.

Slide Twelve – Conclusion

A community policing tool is an essential approach because it will improve communication and integration between the police and the other communities involved. In addition, it will also create good relations between the major stakeholders and encourage peaceful co-existence. Therefore, better relationships among the people will help to eliminate the current vices in the area. A switch from the response-based methodology to the community-based system will foster good relationships among the people involved. It is because the latter approach seeks to relay information to relevant authorities at the right time. As such, the police will improve service delivery to the people and respond fast to the crime-related issue. To limit the number of accidents on the roads, tourist will receive important information regarding the use of roads and how to avoid accidents. The best problem-solving technique for this area is the CAPRA model because it seeks to establish strong ties between the parties involved. Therefore, if the relevant authorities utilise the problem-solving steps the rate of property crime will drop significantly. Consequently, the number of accidents on the roads will reduce, which will ease traffic for the district.
