It is vividly clear that a theory and a model are not the same things. I agree with the argument put forward by Sharma and Roma, 2012, which theory is there to provide a micro level guidance. On the other hand, a model will provide a verification of the theory by being used as a physical tool. The health program planner, policymakers and educators will create simulations and hypothesis to confirm the theory. Besides, the PEN-3 model is also ideal to promote the clean water initiative in the third world countries. The model has reinforced the importance of having clean water in the community. However, models target the whole society and tries to figure out the perception of the society towards the project. Similarly, since both the positive and negative perceptions are addressed, then it would be easy for the society to accept the initiative.
