The Office of Management and Budget functions and responsibilities are as follows. OMB functions as the fundamental budget office to the states Executive branch of the government.  The office oversees all the budgetary actions of different federal agencies making the White House. They also advise officials of the White House on e-government, regulatory, budgetary, procurement, legislation, management and policy functions. The other very important responsibility of the OMB is to prepare the President’s yearly budget request and submit them the Congress. The office also helps in formulating spending plans of the President. To do this, they evaluate the effectiveness of the programs, procedures, and policies, asses each agency demands of funding and set the levels of funding priorities of the agencies.  The Council of Economic Advisers does the following functions and responsibilities to the government. It prepares the annual Economic Report that is released yearly in the month of February. The report contains the background of the economy supporting the annual budget of the president. It reviews economic indicators and provides it to the Joint Economic Committees of the Congress every month. CEA also evaluate the federal agencies and give the president the correction recommendations if the activities of the agency do not provide support to economic initiatives. The office also develops particular policies regularly and finally makes economic research reports. National Security Council advice the President on the integration of domestic, military and foreign policies relating to national security.  NSC is charged with weighing policy options, evaluate national security risks and provide and give the president reports with recommendations regarding policies. It also ensures the facilitation of cooperation between agencies of the government in policy implementation. Presidential Cabinet is a conglomeration of the appointed most senior officers of the federal government’s Executive Branch. The recent presidents have turned increasingly to White House advisors than Cabinet Secretaries in managing federal bureaucracies and carrying out policies because the Executive branch is big and comprising of a number of bureaucracies. The large number leads to overlapping and conflicting bureaucracies. This reduces the President’s capacity of coordinating and integrating directions of policies in the Executive branch.

The President and the lawmakers do not deserve the high pay they are earning. This is because the salary that they are getting is not commensurate to the work they are doing. For instance, the lawmaker’s primary responsibilities are to make laws, but from the logical look of the situation as at the moment, several bills are still lying in the two houses untouched. For example the serious bills like the bill supporting the goals and ideals of Career and Technical Education Month.  The few that have been passed took a longer time than required due to unnecessary filibusters in the houses. The other reason why the president and the lawmakers do not deserve the high pay is that some of their responsibilities are spilled over to the other sectors.

The second reason why the USA president and the lawmakers do not deserve the pay is that they earn a hefty six-figure salary which is three times more than the median earning worker in America.  Through logic, it is this median worker running the economy of the United States. They hold the operations on most of the activities that make the country to run; therefore I still feel that both do not still deserve the salary they get. On the state’s economic point of view, the President and the lawmakers do not deserve the pay. The economy of the country is in recession, and they are the people who hold the offices of controlling and curbing the problem. The lawmakers should focus on the economy friendly bills, pass them and take them to the president to append his signature. Unfortunately, they have given this a deaf year hence do not need what they earn, if so then they should work for it.
