Leadership measurement remains indistinguishable and inaccurate from the entrepreneurial and management characteristics. Leadership has no specific tasks from management. Measuring leadership in the person is impossible. The assumption is not true. This is because leadership relies on the situation. Therefore, measurement of the situation is necessary. The question is how the leadership situation has improved. Therefore, it is only possible to measure leadership by judging the present and past situations. Therefore, if people like the case, they follow it and this does not indicate that they like the leader. People usually opt to be followers of the situation and not leaders, and there is a free choice regarding the mentioned. The situation makes people participate in a given event.

People not only make suggestions but also participate because situations allow them. This makes them to become participants unknowingly instead of being the audience that watches from a distance to the leaders’ performance. When the leader is absent, the followers step in to preserve the created situation.

For example, you are a member of a cycling club. Most members of the club complained about the cycling activities. One of the members decided to start another an informal cycling team.  Members could participate in the new team, join in the cycles and if they love, then they could make a choice. The member created a situation.

In the business environment, to measure whether a situation has improved or not, the measurement tool is important. The tool will measure both the present and past situation. The tool should have the entire moral, social, economic and contextual context appropriate to the given situation.  However, the circumstances of the factors are likely to take place differently.
