  1. Differences in Goals and Processes between Public and Private Sectors

There are several differences that exist between the private and public sector with regards to goals and processes. The public sector is usually more focused on ensuring that the relevant citizens have adequate access to prevalent services. This is not the same case with the private sector as the concern here is from a business point of view. The public sector also tends to have a wider scope than the private sector when it comes to execution of activities. There is also more of a political character in the public sector that ensures there is accountability for the parties involved. Without this aspect, the people involved would just be doing things against what is expected of them for personal gains.

Another significant difference between these two sectors comes in with regards to the driving force. The public sector tends to be welfare oriented given that it is bureaucratic while the private sector is profit oriented hence it is more accustomed to using merit principles. The private sector has the goal of ensuring that the operations and the management involved with the relevant organization are proceeding effectively to ensure the best interest of the enterprise. The goal of the public sector on the other hand is to ensure that the available resources are utilized optimally based on the purpose that was set forward.

When it comes to processes, the public and private sector differ with regards to the trends of employments and the way the rules and regulations are developed. The interactions that these sectors have with their clients also tend to differ. When it comes to the public sector, the citizens are the clients and their interaction with the administration is usually passive. This is because they are recipients of the services being offered, but there are those that tend to interact in an active role. On the other hand, customers tend to interact with the administration directly in the private sectors. These interactions are usually for a short period when they are purchasing services or goods.

  1. Dilemmas to Balance

Given the proposals and issues being raised, there are a number of dilemmas at play. The dilemmas come in with regards to what ought to be done and how it should be done. This becomes a dilemma since there are numerous perspectives involved hence making the decision making process complex. Putting emphasis on enforcement mechanisms will help in balancing the dilemmas involved. Enforcement mechanisms in this case include ensuring that relevant administrative and legal provisions have been adhered to. This will ensure that things like incompetence, inefficiency, abuse of power, corruption and wastefulness have been detected and efficient remedy measures put in place.

The enforcement mechanisms will work in ensuring that those processes that have already been put in place to help in identification of voters and ensure legitimacy of the electoral process have been adhered to as required by the relevant laws and regulations. There might be a possibility of the personnel involved to breach the set processes in the name of trying to speed up the process or please some of the parties involved. This works to create room for perpetration of fraud. That is why it becomes important to instigate enforcement of mechanisms to ensure that everything is conducted as it is expected.

I will not change the processes that are already in place, I will only implement enforcement mechanisms to ensure that the people responsible follow these processes to the letter. The enforcement mechanisms mean that there will be people employed to oversee that the voting process proceeds as it is required. However, this is not the only thing that will be done, there will also be a need to keep records of mistakes, timing and flexible ways that people would use while voting. Seeking public opinion with regards to the inherent problems regarding the election process will also be important. This will help them in raising concerns regarding the areas where they see numerous issues that need to addressed. Their opinions will be helpful while solving the inherent dilemmas.

C . Motivating the Workforce in the Midst of Criticism

There is a probability that the workforce might feel demoralized given the criticism that has been launched towards the entity given that they are responsible with the activities taking place. Among the ways I would use to motivate the employees is encouraging them to focus on the organization’s goals. This would also mean that they are focusing on their personal goals within the organization. Goals are usually meant to provide a sense of mission and direction, and when the workforce operates to fulfill these goals they will feel assured that they did the right thing and will not be affected by the criticisms at play. Their understanding of the prescribed goals also makes them have a feeling of relevance in their scope of work.

I will take the initiative of ensuring that the employees have personal goals that are tied to the county of elections office goals. This will help the employees to focus on the bigger picture and motivate them to work to the best of their ability at all times.

Leading by example will also be a favorable way of motivating my employees. This will entail working hard and being committed to my duties despite the circumstances. There is a high possibility that the employees will follow in my footsteps since they have something to look up to. During this time I will be demonstrating the importance of the office given its functions as it tries to uphold democracy.

Encouraging the employees that the issues that have been raised can be fixed will also be imperative. The main issue that has come about is that of efficiency and now the employees will be able to put more effort since they have an understanding of where things are going wrong. Definitely, there will be changes here and there to ensure that the aspect of efficiency is engrained in every employee.

  1. Ethical and Democratic Obligations

To begin with, as a public administrator, the director of the office of elections for the county is expected to showcase political values that are associated with public interest, governance, social equity and participation. Other expected values include expertise, accountability, efficiency, loyalty and efficacy. These values are important to ensure execution of democratic obligations.

Having the knowledge of these values, I will bring forward several elements to ensure the county office upholds the relevant ethics. Among them, there are workable codes of conduct, political commitment, professional socialization mechanisms, a central ethics committee, effective legal framework, efficient accountability mechanisms, and supportive public service conditions.

As for democratic governance, public managers are expected to demonstrate aspects of impartiality, independence and responsibility to society.  Working towards personal gains is not expected as a result since there is the need to uphold the rule of law. This makes instances of fraud a threat to the office’s democratic and ethical processes. This is why it is important for public mangers to become accountable when things are not operating as it would be expected. Restoring the trust of the public in this case would require there to be reforms with regards to the management of the county elections office.
